Project Overview

The Town is considering whether to declare a portion of municipally owned lands at 248 Broadway — currently under long-term lease to the Town Centre Mall and containing the Canadian Tire building and adjacent parking lot—as surplus. As a first step, the Town is launching a public engagement process to hear your feedback and ensure community voices help shape the decision.

Strategic Alignment

The potential surplus declaration of 248 Broadway aligns with Council’s priorities identified during the 2023 Strategic Planning session and outlined in the Community Strategic Plan . It is supported by the following areas of focus:

  • Strategic Alignment  – Connects to the Community Strategic Plan (CSP) as revised by the current Council following the April 6, 2023 Strategic Priorities session

  • Fiscal Responsibility – Emphasizes funding priorities with the goal of minimizing tax increases

  • Economic Growth – Highlights potential for jobs, housing, and revitalization

  • Transparency & Compliance – Follows the public surplusing process established by the Land Disposition Bylaw (2021-031)

  • Community Benefit – Focuses on potential reinvestment in Town priorities like infrastructure, facilities and parks

Timeline & Next Steps

Council Direction to Consult (Aug 11, 2025): Council considers starting public consultation on the potential surplus of 248 Broadway.
Community Engagement (Aug-Sept 2025) Public input gathered through an open house, online survey, webpage, and FAQ.
Council Decision – Surplus Declaration (Date TBD) Council reviews feedback and decides whether to declare the land surplus.
Land Sale Execution (Date TBD): If surplus, the property is sold through an approved process and outcome shared.

This timeline is subject to change based on the level of public input received and direction from Council.

Public Engagement

Before making any decisions about the future of 248 Broadway, the Town of Tillsonburg is inviting public input to help guide next steps. Your feedback is important and will be presented to Council as part of the decision-making process.
